The U.S. remains concerned about the ongoing fighting
in the North Caucasus.
We reiterate our support for the territorial
integrity of the Russian Federation and our condemnation
of violence, provocations, and acts of terrorism by
armed groups against lawful authorities and innocent
civilians.
We do not question Russia's right to take appropriate
action against terrorism.
However, we continue to believe that any resumption
of general hostilities in Chechnya would further
threaten stability in the entire Caucasus region.
We urge a constructive dialogue involving all
legitimate leaders in the North Caucasus, and remain
convinced that only in this manner can long-lasting
stability and security be achieved in the region.
We also want to underscore the importance for all
concerned to act responsibly and to respect human
rights. We urge all parties to refrain from
indiscriminate or disproportionate use of force that
would harm innocent civilians.
Finally, we encourage Russia to work with
international organizations to address the needs of
people displaced by the current
fighting.
