Mr. Chairman,

We commend the OSCE Presence's cooperation with the government and people of Albania, in developing a strong partnership based on the shared objectives of deepening Albanian democracy, enhancing stability, and promoting internal reforms.

Albania must maintain momentum on democratization and rule of law issues, and in the fight against crime and corruption.

Sustained progress in these critical areas is the foundation for achieving Albania's larger objectives of prosperity and integration into Euro-Atlantic structures.

We underscore the importance of Albanian participation in the Stability Pact as a mature, reliable partner.

We look to Albania's leadership to demonstrate consistency of focus and strong commitment to the policies and programs needed to achieve greater internal stability.

We believe that local government in Albania is a critical component of successful democratic development and political stability. We appreciate the valuable work performed by the OSCE field offices in helping to make that government responsive and effective.

Mr. Chairman, although this is Ambassador Ahren's first report to us, we have found him thoughtful and already quite knowledgeable about the challenges facing the OSCE Presence. We want to assure him that our delegation is ready to support him and his staff as they work with the people of Albania toward a more stable and prosperous future.
