Thank you, Mr. Chairman.

We are saddened by the recent death of a French citizen while in police custody in Las Vegas.
The matter is presently under investigation, so we are unable to comment on the matter in any detail.
However, I can note that the Department of State has contacted the U.S. Department of Justice and, we have communicated the concerns of the Government of France. 

If consular notification issue is raised: 

At this point, we are unable to comment on whether or not there was a failure to notify French consular officials at the time of arrest and death as an investigation is ongoing.

However, I will note that the United States attaches great importance to the treatment of persons detained in the United States, including the obligation of consular notification and access under such international conventions such as the Vienna Convention on Consular Relations.

The Department of State has long cooperated federal, state and local authorities in the United States to ensure compliance with these requirements.

For this reason, the Department takes seriously any allegation that state or local authorities may not have complied with the U.S. consular notification obligation, and we will investigate this matter further.
