Thank you, Mr. Chairman.

The United States, too, welcomes the March 14 Agreement on restructuring relations between Serbia and Montenegro.

We commend the leaders of Serbia and Montenegro, as well as the European Union’s High Representative, Mr. Solana, for their efforts in reaching this historic agreement.

By removing the uncertainty about the immediate future of the two republics, this agreement paves the way for necessary reforms and promotes stability within Yugoslavia and the region.

Clarifying the near term will facilitate Yugoslavia's reintegration into the world community and greater integration with its European neighbors.

Much work, however, remains to be done. We urge political leaders in both Serbia and Montenegro to work constructively to implement this agreement.
