We thank Ambassador Salber for the information
provided in his excellent and comprehensive report on
his recent trip to Turkmenistan and Tajikistan.
If you will permit me, in the interest of time, I
would simply like to confine my comments to what
I—looking at his report—would judge to be its prime
point of emphasis: the call for increasing attention to
police and border service training in Central Asia.
Like the European Union, we agree that we should look
at this too and see it as a way to combat terrorism, to
fight organized crime, and trafficking and to improve
the respect for human rights.
We look forward to concrete proposals on activities
that the OSCE could undertake in this sphere. We urge
Ambassador Salber to move forward with such proposals as
soon as possible so that we can look at funding and
other resource
questions.
