Ambassador Finley participated in Budapest Conference on Hate Speech
Ambassador Julie Finley participated in a two-day conference on Hate Speech, March 31-April 1, 2006. The conference, co-sponsored by the Central European University in Budapest and the OSCE Representative on Freedom of the Media, Miklos Haraszti, addressed many questions such as "When should hate speech be criminally punished?"; "Is it possible and desirable to find a common hate speech regulatory policy?"; and "Is it possible to agree on a globally applicable definition of "incitement to hatred?". Ambassador Finley presented the U.S. views in the panel of diplomats where five OSCE ambassadors (U.S., Russia, France, Turkey, and Slovakia) discussed the pros and cons of government regulations and the recent cartoon controversy.
