November 8, 2006: U.S. Ambassador Gregory L. Schulte delivered a keynote speech at the opening of the first European implementation workshop for the United Nations' global initiative to prevent the proliferation of weapons of mass destruction (WMD) and, in particular, to keep them from getting into the hands of non-State actors. In cooperation with the United Nations, the Organization for Security and Cooperation in Europe (OSCE) is holding an all-day workshop in Vienna on November 8 to support development of national implementation plans, identify best practices among OSCE states, and share experience.
