On September 23, in the run-up to the 2011 OSCE HDIM in Warsaw, Ambassador Kelly spoke to Belarusian civil society via live video link between Vienna and Minsk. The discussion focused on U.S. priorities for the upcoming HDIM, including U.S. conerns over the human rights situation in Belarus.
