USOSCE Chief Arms Control Delegate Damian Leader Speaks at Nonproliferation Panel Discussion, April 14

On April 14, USOSCE Chief Arms Control Delegate Damian Leader participated in a panel discussion entitled "Obama and the Bomb." Organized by the prestigious Austrian Institute for International Affairs in cooperation with the Diplomatic Academy of Vienna, Mr. Leader was joined on the panel by four other nuclear nonproliferation experts including the Director of the James Martin Center for Nonproliferation Studies of the Monterey (CA) Institute, William Potter, the Chair of International Relations at Vienna's Diplomatic Academy, Markus Kornprobst, a senior member of the Austrian Foreign Ministry, Alexander Kmentt, and a scholar from the Austrian Institute for International Affairs, Heinz Gaertner.

The panel discussion focused on the Obama Administration's progress in promoting and ensuring nuclear nonproliferation in the two years since the start of the Prague Agenda. Following the panel discussion, there was a lively Q and A on a variety of START and Comprehensive Test Ban Treaty related issues. The 70+ person audience -- principally diplomats, arms control experts, academics and graduate students -- was generally supportive of the Obama Administration's efforts on disarmament and nonproliferation, although they regretted that more was not getting done sooner.
