Escalation of military hostility at the border between Armenia and Azerbaijan
As delivered by Ambassador Michael Carpenter
to the Special Permanent Council, Vienna
September 13, 2022
The United States deeply regrets the outbreak of hostilities along the Armenia-Azerbaijan border, including reports of shelling of civilian infrastructure in Armenia, which is unacceptable. The United States calls for an immediate cessation of all hostilities, disengagement of military forces, and a return to talks aimed at a lasting, peaceful resolution to the conflict and the normalization of relations between Armenia and Azerbaijan. As a Minsk Group Co-Chair country and in our national capacity, we stress that there is no military solution to this conflict. The United States stands ready to assist.
